Rotating Flange vs Non-Rotating Lug Nuts

Question:
Can I switch non-rotating flange lug nuts to rotating flange lugnuts on 17.5 steel wheels? Reason would be to lower lug nut torque to 210 ft/lbs from 325 ft/lbs, making tire changes without air tools easier. Thanks

I spoke with one of my contacts at Taskmaster. I was advised that wheels like the 17-1/2 inch Taskmaster Steel Dual Wheel # 1750275WD4 can use any lug nut on them as long as they are flanged.
