It sounds like one of the bolt holes on the Curt Trailer Hitch # C11474 is not quite lining up with the existing hole on the frame of your 2017 VW Jetta. This particular situation is actually not too uncommon, as a trailer hitch is designed to flex a little bit with the vehicle after installation. Because of their size and shape, the hitch can get flexed during shipping or transport, which can lead to the hitch not lining up with the bolt holes on the vehicle's frame.
There are a few different methods you can use to correct this. If you have a table vise, you can use it to hold the mounting bracket while the crosstube is used as a lever. The crosstube can be used to flex the mounting arm back into the correct position. You can also find an open step to help flex the hitch.
I have attached a great article that addresses exactly what you are going through, along with detailing the various methods to correct it. Please just let me know if this does not resolve the issue and I will be happy to help you further.
