I have looked at the steal shield hitch locks but they require welding/bolting a plate to the hitch which I do not want to do. Are there any other good options that do not require welding or bolting to the hitch?

Yes, check out the EZ Lock Trailer Coupler Lock # BLTL-20-40D. This coupler lock is compatible with Collar-Lok Couplers and then use for a pin style lock to slide through the coupler you would want the Masterlock Trailer Coupler Lock part # 2847DAT.
