Can the swagman 4 bike rack be locked to the hitch receiver? If so, can you please tell me what would be needed?

Yes, there is absolutely a way for you to lock the Swagman 4-Bike Rack for 2" Hitches # S64940.

This is a really good idea as it will ensure the rack stays on your vehicle where it belongs, and the only thing that you'll need in order is the Locking Threaded Anti-Rattle Hitch Pin Lock # S64027.

This will work as both an anti-rattle device and a lock so the rack will be more stable in your 2" hitch as well as being safe and sound.

The only other thing you will want to note is that for hanging racks like this one, if you plan on carrying a small child's bike or a bike with a step-through frame you will need an adapter bar to give the bikes a horizontal mounting point; for that you'll need the Swagman Deluxe Bike Frame Adapter Bar # 64005.
