Question:

Since the shelf brackets arent adjustable what is the distance from the top of the curved portion to where you can begin to hang a shelve?

According to my contact at Rack 'Em their Shelf Kit for Enclosed Trailers # RA-13 has its top-most possible shelf position approximately 18-inches below the bend in the hanging rail portion, the part that hangs over the trailer sidewall. Shelf kit includes 4 hanging rails with 4 brackets to hold boards.
