Can you use Hopkins 74211 EasyLift in conjunction with DeeZee DZ43100?

You would want to use one or the other. You would not want to install both the # DZ43100 and the # 74211 on the same tailgate.
The lowering assist # DZ43100 is designed for the full weight of a full size tailgate, so if you had a # 74211 installed on the tailgate as well you would have to pull down on the tailgate as it would not have enough weight to overcome the shock assembly of the # DZ43100.
If I were you I would go with the # 74211 since it will make lowering and raising easier.
