I have a wheel and tire that is very close to what you are looking for, except it doesn't have a negative offset.
The Kenda Trailer Tire with 8" Galvanized Wheel # AM3H300 has a 215/60-8 size tire and a wheel with a 4 on 4 inch bolt pattern. Only issue is that it has a 0 offset. It would be possible for you to use wheel spacers to give you the negative offset you need.
