why does the description say you cant back up with this hitch i have one and do it all the time

As long as you aren't making tight turns with the trailer you can back up with the Curt Weight Distribution System # C17322. If you end up in a situation where the trailer is going to be at a sharp angle in relation to the tow vehicle then I would recommend you disconnect the spring bars and friction sway control bar to prevent damage. The friction sway bar is the most restricting component and that is why the warning for backing up with the hitch is there.
