It sounds like by "hitch" you mean a ball mount with 10-inches of height drop. The part you referenced, Roadmaster High-Low Hitch Adapter # RM-048-10, does provide this amount of drop but is intended only for applications that use tow bars to flat tow a vehicle. It is not suitable for use with a hitch-mount tow dolly like the Roadmaster # RM-2000-1, if that is what you have.
We do offer a fixed ball mount from Convert-A-Ball Ball, their # AMSC10, that provides 10-inches of drop (or 8-3/4-inches of rise) and a cushioned polyurethane interior that acts as a shock absorber to reduce vibration. This ball mount has substantial 2000-lb tongue weight and 10000-lb towing capacities.
With this you can use a hitch ball with a 1-inch shank diameter, such as the Convert-A-Ball Interchangeable Ball Set # 903b which includes both 1-7/8-inch and 2-inch hitch balls.
Convert-A-Ball Interchangeable Ball Set - 1-7/8" and 2" Balls - 1" Shank - Stainless
Convert-A-Ball Ball Mount for 2" Hitches - 8-3/4" Rise - 10" Drop - 8,000 lbs
Roadmaster Tow Dolly with Self-Steering Wheels and Electric Brakes - 4,380 lbs
Roadmaster High-Low Adapter - 2" Hitches - 10-1/4" Rise/Drop - 10K GTW, 400 lbs TW
