Is there any difference in the base plate for an LS and an LT?

An HHR LS and LT use the same base plate kit. As long as the HHR is NOT an SS model, the Roadmaster # 3141-1 base plate kit you referenced would work just find for you. To flat tow your vehicle, you'll also need to check with your owner's manual and determine if your HHR is capable of being flat towed.
To complete your towing system, you'll need a towbar, safety cables, wiring, and a supplemental braking system.
For a towbar, the Roadmaster Falcon 2, part # RM-520 would be a great choice. I've linked you to a product demonstration video featuring the Falcon 2. A wiring harness like the Hopkins # HM56100 allows the vehicle taillights to function in tandem with those of the RV. A fuse bypass like # RM76511 is also needed. Safety cables like # RM-643 would keep the vehicle from breaking free in the event the base plates should fail. For a braking system, I recommend the Roadmaster Even Brake, part # RM-9400. The Even Brake installs in seconds, and although the unit itself is more expensive than other options, it will save hundreds of dollars in installation costs. A stoplight switch, part # RM-751428 and a 12-volt outlet kit, part # RM-9332 is also needed.
