Can the Roadmaster Quiet Hitch # RM-061 be Used with Cargo Carrier

Interested in Roadmaster RM-061 Quiet hitch. I have 1997 Ford E-250 Super Cargo Van conversion by Sportsmobile 138WB with rear Class III Eaz-Lift hitch installed by original owner so unknown part number. The hitch has a lip to secure the RM-061. I attach a SwingAway2 cargo carrier where the frame, pod and load will be about 250 lbs. Is the RM-061 strong enough? What do you mean by flat towing?

I have a similar product as the part # RM-061 that would be confirmed to work for you, but this is only intended for flat-towing. Which means when one vehicle tows another vehicle with all 4 wheels on the ground using tow bars. Check out the FAQ article I attached on flat towing for more info.
