I have 2 suvs one with a 2 and one with a 1 1/4 hitch, I assume this will work well with both? The tail gate on both lift up Ford Explorer 1996 and 2007, when in use, can the tailgates be lifted?

The Yakima EXO Swing Away Enclosed Cargo Carrier - 2" Hitches - 10 cu ft - 100 lbs # Y62VR will only fit a 2-inch hitch. This carrier swings away from the vehicle for full access to the back of the vehicle to give you full access to your tail gate.
For your SUV with the 1-1/4" hitch, you would have to use a traditional carrier like the 20x47 Reese Cargo Carrier for 1-1/4" Hitches - Steel - 300 lbs # 63155 it will work if your hitch is class I and II. You could also use the Curt Cargo Carrier # C18110 that fits both 1-1/4" and 2" hitches. Neither of these traditional carriers will tilt or swing away.
