I cant get it to operate. Where is the fuse located? In the converter box inside the trailer?

If you follow the red power wire, you'll locate the fuse holder which is installed inline on the wire. The jack uses a 30 amp fuse. Check your connections to the trailer mounted battery, to ensure everything's connected correctly. If the jack is powered by the 12-volt accessory circuit from the trailer connector, use a circuit tester on the pin in the 1:00 position in the 7-way connector on the vehicle. If you're not seeing power on that pin, you'll need to check the fuse or circuit breaker protecting that circuit. If the vehicle has the factory tow package, look for the fuse for that circuit, which is likely in the fuse box under the hood. The vehicle owner's manual should show which fuse to look for.
Can the jack be operated using the manual crank? If not, you're looking at a mechanical problem, not an electrical one. If it won't operate with the crank, it's likely that the jack's been over extended or retracted, and has been locked up. If that's the case, you'll need to replace the jack.
If you should need to replace the jack, the Bulldog 3.5K jack # BD500188 carries a 5 year warranty, versus the 1 or 2 year warranty that's more common.
