Is the curt class III less stable than other brands class III. Or is the strap just a recommended precaution from that manufacturer.

The Curt trailer hitch # C13144 isn't any more or less stable than the other hitches available for your 2015 Subaru Forester. Curt requires strap # 18050 though for their warranty requirements. The other manufacturers do not.
The issue that many customers find with the strap is that it is not easy to use with certain bike racks, like the Yakima HoldUp, # Y02443, and/or on certain vehicles where there isn't a good place to attach it to the vehicle.
If you didn't use the strap and something failed then the hitch warranty would be voided. Going with Draw-Tite hitch # 75876 avoids all of that since they do not require the strap and the cost difference is not that much considering you would have to add in the cost of the strap to the Curt hitch.
