Does the Thule th859xt cargo carrier offer a way to lock the clamps to the rack bars. Thank you.....

The Thule Canyon XT Cargo basket # TH859XT has a lock, part # TH450400 that locks the cover over the hardware that hold the basket on the crossbars so it cannot be tampered with.
