The Timbren Axle-Less Trailer Suspension System # A35RS545E would be an excellent choice for the trailer you are building. This kit comes with hub and drum assemblies as well as brake assemblies so all you would need is to install a brake controller in both your vehicles and you would be good to go.
For a brake controller I would recommend the Prodigy P2 Brake Controller part # 90885. This is our best selling brake controller because of how well it works and how easy it is to setup.
I also attached an FAQ on installing a brake controller in a vehicle from scratch for you to check out as well.
You might also check with Harley to see if they have any towing capacities listed for your motorcycle.
