I need backing plates with a 3.50in hub top bolts 3 1/8th on center bottom 2 5/8 and top to bottom 3 3/8

Sounds like you could need the brake assembly part # 23-105 for the driver side and the part # 23-106 for the passenger side. I attached a picture that shows the dimensions of it's bolt pattern. I think you measured in different locations so this one could potentially work.

According to Dexter, the nut should be torqued to between 45-70 foot lbs. If you don't have a torque wrench close at hand, Tighten the bolts until the lock washer flattens, which will put you really close to the correct torque. We offer 4 nuts…

I called my contact at Dexter about the 10 inch Nev-R-Adjust brakes like part #23-468. They told me when you are installing the brake assemblies to the brake mounting flange, the torque should be between 45 and 50 ft lbs.
