The first thing you can check on your trailer tail light installation with Optronics kit # TL16RK is the ground wire, which is the white wire. A bad ground will prevent operation of all lights.
This white wire from the 4-pole flat connector must be firmly attached to a clean bare metal surface on the trailer frame. You can try sanding off any paint or rust to get down to the bare metal. Make sure the white ground wire is very firmly secured to the trailer frame.
You also need to ensure that each light's ground makes solid contact with the frame. The red stop/tail light assemblies use their mounting studs to make their ground connection. These need a clean bare metal surface to mount in order to get a good ground connection. Again, sand off any paint or rust at the mounting position that may be interfering with the ground connection.
The linked article will give you additional guidance for your wiring installation.
