No, it is not John. The Curt Powered Tail Light Converter item # C59496 is water and weather resistant so it will withstand normal amounts of water kicked up but you can not submerge it. The internal circuit board is sealed in epoxy to block moisture and shaking during normal use.
The Curt Powered Tail Light Converter item # C59496 is designed to work with the 2026 Subaru Forester. I recommend installing the converter inside the rear tail light area where you tap into the lighting circuits. That'll keep the converter dry and out of harms way.
