Is there any way I could just buy the bottom plastic in closer part?

To get the housing of the CargoBuckle G3 Retractable Ratchet Tie-Down Strap - Flush Mount - 2" x 6' - 1,167 lbs # IMF18804, you would need to get the whole part. I spoke to CargoBuckle and, unfortunately, they do not sell that part separately.
Were you wanting to use it for a different purpose, or did one of yours break?
