Im looking at a front hitch for a 2003 Chevy Silverado 2500. I dont have front tow hooks. Will the hitches that are available still work?

It sure will Ben! The Curt Front Hitch item # 31108 is the correct one for your 2003 Chevy Silverado 2500. It comes with hardware and a diagram for models without tow hooks so you'll be able to install it without any issues.
I attached the diagram below from the installation instructions so you can see how to get the Curt item # 31108 installed.
