It comes with the mounting hardware you'll need for installation, so you're all set there. This is the full tailgate but I think you may be considering the insert kit?

If you're looking to give the tailgate more of a solid, full panel appearance, the add on you're looking for is the Louver Insert Kit, part # 4000-V. The insert kit mounts between the louvers to further block the view into the bed, and you can even paint the inserts if you'd like to match your truck. It's completely optional, though, since the tailgate is fully functional without it.
