Question:
I have a tandem axle trailer with Dexter 3,500lb axles, GVWR of approx 6,990 lbs. The weight of the trailer on a CAT scale measures roughly, 6,000 lbs. The inside of my tires are wearing excessively bald/no tread. I understand these are supposed to have a camber pointing up. Some call it a frown. What is the amount of camber? How is the amount of camber measured on a loaded trailer?

Hey Barry. A Dexter Trailer Axle like item # 35545E-ST-EZ-89 has a positive camber with the bend in the axle being around 1/2" to 3/4" of an inch higher. This is when there is no weight on the axle. Your axles should be right at zero camber when the trailer is on the ground with all the weight on the axles.
This being a travel trailer and you verifying the weight we can rule out it being overloaded and move on to other causes of excessive tire wear.
To see if your axle is aligned properly, you can measure from the center of the coupler diagonally to the center of the end of the spindle. Then do the same on the other side. Make sure to measure from the same spot on the coupler to the same spot on the spindle. If the axle is straight these measurements will be the same. Being off a hair though would be fine.
If that checks out you'll want to check your suspension components for oblong bolt holes. If the holes used in the hangers or any part of the suspension are egg-shaped instead of round then those worn parts will need to be replaced.
Do you have a bend in your axle/s in either direction when you're loaded up?
