Hey Dave, thanks for reaching out. Yes, the Yakima EXO Swing Away 2-Bike Rack # Y92VR will work with cruiser-style bikes and other step-through frames that don't have a traditional top tube. Since it's a wheel-mount rack, the bikes are secured by the wheels rather than clamping to the frame, so the frame shape isn't really a factor like it is with some platform and hanging-style racks.

The main thing to watch for is front fenders. The ratcheting hook needs to make solid contact with the front tire, so bikes with full-coverage front fenders can be problematic. As long as your cruiser bikes don't have front fenders interfering with the hook, the EXO does a great job of holding them securely and they're every bit as stable as a traditional diamond-frame bike on the rack.
