Hey JV, thanks for reaching out. What you’re running into is almost always a valve stem / TPMS compatibility issue, not that the sensors won’t tighten enough.
Those TST sensors seal on the flat face of the valve stem using an O-ring, not by cranking them down tight. My guess is the 1096K metal stems have a slightly different shoulder/seat design which is why you're getting that slow leak no matter how much you tighten it. It's either that or you've damaged the O-rings by overtightening.
You could try replacing the O-rings to see if that does the trick but if not, you'll need to replace your valve stems with something that is known to be compatible with the TST sensors. We have the Americana Metal, Bolt-In Valve Stem # AM20906 which we know works with the TST flow-through sensors.

JV you might try leaving the lock nut off and see if they will seal up. I wouldn't recommend using them without the lock nut but it may highlight the reason they are leaking. I know on some of my stems the lock nut is down against the rubber outer portion of the stem, and if the rubber was much higher it would preclude getting them sensors to seal. Just a thought
