does the replacement waterheater outside cover come with the pins to attach the door on the outside of the rv?

It sounds like you may be looking at the water heater door latch # 372225. These aren't part of the hinge for the door but keep it closed. Below is a picture of how its used and I've also included a link about them as well.

Yes, the Replacement Door for Atwood RV Water Heaters #AT91386 installs using two pins at the bottom. It is then secured shut using a Water Heater Door Latch #372225. I have included a picture showing the door attached to the pins.
