Can I use this to charge a Jackery or Bluetti solar generator?

Great question. Yes, but with a caveat: etrailer Portable Solar Panel kit # E28VV includes a charge controller, and some solar generators / power banks like the Jackery already have their own.
To avoid running through two controllers which can confuse charging, you'll want to bypass the one that comes with the etrailer panel. That’s easy to do, just disconnect the MC4 leads from the controller and use an MC4-to-8mm adapter sold separately to plug straight into your Jackery or Bluetti input.
Can you check to see what your solar charging port on the power bank looks like? We may have an adapter that you'll need, but sometimes you need to check with the manufacturer of the power bank.
