Can this be used in either orientation? If so, is it de-rated when flipped up?

Hey Luke, the Curt adjustable ball mount part # C99NR can be used in the rise or drop position without any reduction in capacity. Here are the specs:
Gross towing weight:
When used with 2" ball: 10,000 lbs
When used with 2-5/16" ball: 15,000 lbs
Tongue weight:
When used with 2" ball: 1,000 lbs
When used with 2-5/16" ball: 1,500 lbs
