Hey John, thanks for reaching out!
The Yakima StageTwo Bike Rack for 2 Bikes # Y88QD comes with a few tools you'll use for putting the bike rack together, but it doesn't require any tools for installing and using it on your vehicle.
I'm attaching a photo showing how the base part of the rack installs in the vehicle hitch receiver for you to reference.
