Do the hitch carries come assembled ?

HI Gregory; a hitch cargo carrier like the Curt # C18151 does not come assembled. There is some assembly required once you receive it before you can use it. I went ahead and attached the instructions below which show what needs to be done to assemble the cargo carrier for your reference.
