Hello Keith, yes, the two nuts that come with the Replacement Tire Mounting Hardware for Bumper Mounted Tire Carrier # 2109 are cone nuts. They are very similar to the CE Smith Trailer Wheel Lug Nut # CE11051 which is a coned lug nut like you can see in the picture below.
