How to Install Thule Rear Wheel Holder

Question:
I bought a replacement for the real wheel holder but cannot figure out how to install. Do I remove the rear cap black end in this picture. I have tried pulling on it, but it does not budge. It makes sense the old assembly which is broken would slide off and the new slide on if this end piece were removed, but I don’t want to force it and break it. Thanks!
