Technically, you could install the Titan BrakeRite I Plug and Play Electric-Hydraulic Actuator Kit # T4813102 without a break away kit. However, that is illegal in most states and you would be hit with a heavy fine if the break away kit is missing or not functional.
To add a break away kit use # T4822100.
