I bought this kit and used a 30amp fuse. And its not working. Is the fuse the problem?

Installing a 30 amp fuse would only be a problem for the # C56496 if there was too much of a power draw which could damage the converter. This has a higher rating so it would take more to blow the fuse. I recommend reinstalling a 10 amp fuse like the one that originally comes with it. Curt would have included a fuse with a higher rating if a higher load was safe.
I'm not sure what part of the wiring harness isn't working so I would swap out that fuse and then double check all of your connections and the ground. You can also use a tester like # PTW2993 to check for power running into and out of the converter to narrow down the problem.
