Hello Joe. The ST205/75D15 and ST185/80D13 are not the same at all. The typical ST205/75D15 tire like part # AM32424 is 8.1" wide, 27.3" in diameter and will fit 15" wheel.
The typical ST185/80D13 like part # KE33JR is 7.2" wide, 24.6" in diameter and will fit a 13" wheel.
So, not only do they require different wheel sizes, but the actual dimensions of the tire are also quite different. The max weight ratings are different too. The only similarity is they are made by the same brand and have the same 8 ply rating.
