I cannot understand the bolts and how to put the cotter pins on. It seems to require superhuman strength.

Yeah, I hear you. The cotter pins when they're new are extremely difficult to get in and out of the pins. You're going to have to keep working on them and get them broken in.

I have linked a couple videos below of the Patriot Hitches Adjustable Drop Hitch Receiver Adapter item # PH54FR. They conveniently skipped the cotter pin step but maybe they'll help you understand how to work the bolts.
