can the refrigerator vent base be larger than cutout in roof?

Yes, the base for the RV Refrigerator Roof Vent Cap and Base # DMC37FR will be larger than the cutout in the roof. Generally this will replace one with that size cutout and it will have the same screw holes. So the base will actually be larger than that cutout.
