Should the base plates kit come with the plastic caps to put in when the pins are not in use?

I definitely think that all base plate kits should come with plugs for when the vehicle isn't being flat towed, but this looks to be a hit and miss kind of thing, and the Roadmaster Direct-Connect Base Plate Kit # RM-521453-5 you were looking at for your 2023 Jeep Wrangler doesn't come with the plugs. You'll have to get them separately in the Kit # RM-210.
We do have our kit, the etrailer Invisible Base Plate Kit # e98948, that fits your 2023 Wrangler and it comes with plugs but if you already have a Roadmaster tow bar then it would cost more to get this kit and an adapter kit to make it compatible with your tow bar than it would for you to get the Roadmaster base plate kit and the plugs so I don't recommend going this route if you already have the tow bar.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
