The Ultra-Fab 5th Wheel King Pin Lock # UF48-979008 might be just what you're looking for. It has a 3-1/4" diameter and uses a padlock to secure the king pin. If you could provide a picture and some dimensions on your king pin I'd be happy to take another look and see if there's something a bit more specific for your setup.
