I would like to know if the Air Force One braking system will install on a 2006 Spartan Mountain Master chassis.

As you have a 2006 Spartan Mountain Master chassis you will need the Demco Air Force One Supplemental Braking System # SM99243. The Kit # DM54YV you found is specifically for the 2019 and newer Spartan chassis which comes with the tank and connection preinstalled by Spartan.
We also have the Kit # DM26VR which includes the wireless coachlink so you can monitor braking from the in cab monitor.
