What exactly is the dealer having to program in order for the hitch to be fully functional? I’m concerned about that unknown cost adder to the install. Thanks!

As far as the dealer programing required for the Stealth Hitch # SH87FRT, a lot of times the programming consists of the dealer simply activating the vehicles tow package, or in some way getting the vehicle to recognize the trailer wiring harness. If you contact a Subaru dealership they may be able to give you a bit more info on what specifically needs to be done and how much they charge.
From what I hear, the reprograming process is fairly brief. Knowing Subaru, it is a safe bet to say you could expect to pay for an additional hour of labor at the very least. Although I will admit I do not know exactly what they charge for programming.
