Will the attachment to make it a 4 bike carrier work with this. I have 2 E bikes and 2 regular bikes.

No, it will not. The 2 Bike Add-On for Hollywood Racks Sport Rider SE2 item # HR1475Z only works with the Hollywood Racks Sport Rider SE2 item # HR1450Z. The SE2 Bike Rack has a 50 lbs per bike capacity so hopefully your e-bikes can still work with this lower capacity.
