can i flat tow my 97 toyota 4 runner.? 6 cyl 4wd trasfer case has a manual neutral postion as does the rear transmission

The online owner's manual only lists emergency towing and requires that all four wheels are off the ground. Based on what you've stated about the vehicle it most likely would be able to be flat towed, but you should really double check with a local Toyota dealer to see if there's any other stipulations that could prevent you from towing. Toyota is usually a no-go when it comes to flat towing so it's definitely best to check with Toyota first to avoid any issues.
If you can flat tow then I have the following component recommendations:
