What hub do I need for a 4.80-4.00-8 tire. Hubs are worn out. Tire is mounted on a 48x40 inch trailer.

I can certainly point you in the right direction. Most 4.80-4.00-8 tires will use a hub with a 4 on 4, or 5 on 4-1/2" bolt pattern. Since your trailer is fairly small, I suspect it would be a 4 lug hub.
Next we just need to confirm your trailers spindle/bearing sizes. Most smaller trailers like yours use a # L44643 (1" inner diameter) bearing or a # L44649 (1.063" inner diameter) bearing. You will simply need to pull one of the current hubs and confirm the bearing size. You can do this by removing a bearing getting the number from the side, or by measuring the bearing with a micrometer.
As far as the hubs go, we have the # AKIHUB-440-2-G-1K for a 1" straight spindle, or the # AKIHUB-440-2-EZ-2K for the 1-1/16" spindle. If you find that different sizes are needed, feel free to send me your findings and I can look into it.
