why cant the load on the cross bars be outside the tower?

Due to how the rack is configured with the square bars fitting inside its towers, the weight isn't supported outside the towers on the Malone SteelTop Roof Rack # MPG202 with the same efficacy that it is inside the towers. Due to that Malone has told us loads should be inside the towers.
For a roof rack that does fit your 2018 Toyota RAV4 with raised rails and allows the full use of the crossbars you can use Malone's aero bar roof rack, the Malone AirFlow2 Roof Rack # MAL84AR.
