Question:
I have an Atwood GC10A-4E and on electric it is getting to hot and will cause air steam in the tank doesnt release pressure through relief valve

It sounds like your thermostat 91447 is bad as well as your Pressure Relief Valve # CAM10423. There is also a chance the Circuit Board # DMC89FR could also be bad if it is not the thermostat. I recommend either taking the water heater in to have it test and verifying which parts need replaced or updating to a Tankless Water Heater # FR98SR. The tankless option will only use gas to heat the water but since it only runs while the water is running it uses much less than keeping the tank hot at all times.
