Does the 3500 pound rockerball #40246 have a softer cushion than the 7500 pound model #40247? And what is the difference between #40047 and #40247?

The 3,500 lb capacity Curt RockerBall Shock Absorbing 2" Hitch Ball # C94CR (40246) does not have a softer cushion than the 7,500 lb RockerBall # C40047.
The cushioning is the same and the difference between these two is the capacity, of course, as well as the shank size. The RockerBall # C94CR has a 3/4" diameter shank (so that's the size ball mount hole they fit) and the # C40047 has a 1" diameter shank.
As for # C40047 and 40247, they are exactly the same. I believe Curt uses different part numbers because one is technically a replacement part, but there is no difference.
