Yes, the RoadMaster Tracker Tow Bar # RM-020 that you referenced can be used to flat tow your 2009 Kia Spectra. There are several other components that you will need as well though.

The first thing you will need is a base plate kit. For that I recommend the Roadmaster Base Plate kit # 2109-1. This will provide you with the connection point between the vehicle and the tow bar.

For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.

For lighting you can use the bulb and socket kit, # RM-154, this wires into the taillights of your vehicle and allows your tow vehicle to control your towed vehicles taillights without feedback. I attached an install video for this product.

And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
