Does Inner Sleeve Need to be Used for Installation of Anti-Rattle Trailer Hitch Receiver Lock

Do you have to use the sleeve on the anti rattle bolt? Im not sure what the purpose of that extra part is.

No, you don't have to use the sleeve when you install the Anti-Rattle Trailer Hitch Receiver Lock for 2" Hitches # 63232.

The main point of that sleeve is to keep the spring in good shape in the packaging and to my understanding you won't actually be able to fit it inside the shank of the accessory you're using. The block and the spring will give you enough tension to take out the play of your ball mount.
