I am not completely sure what hooks you are talking about. But, the Tongue Mounted Crossbar for Malone MicroSport Trailers # MPG4002 comes with the crossbar, support and hardware needed to install.
I think you may be referencing the black rings at the end of the crossbar. If that is what you meant by hooks, then yes, this does come with the hooks.
